In May of 1991, QCREDA issued an $11,000,000 revenue bond on behalf of HDC Inc. The Company constructed a new seven story office building in downtown Moline, Illinois which was leased to Heritage National Health Plan, Inc. a subsidiary of Deere & Co. The City of Moline provided funding to construct a parking lot adjacent to the project which was leased to HDC, Inc. Construction was completed in February 1992 and created 200 new jobs.
